Case Study: Spelthorne Borough Council

Under pressure to keep council tax levels low, Spelthorne Borough Council initiated a Business Improvement Programme aimed at making efficiency savings and improving customer services. After successfully delivering a BPI project within Planning and Housing Strategy, RSe was commissioned to undertake a strategic review of the Environment and Direct Services directorate, to identify the main opportunities for improvement. We interviewed directors and heads of service to collate their views of problem areas, and undertook detailed analysis of the directorate's value for money and customer service approach. We recommended five areas where significant opportunities for efficiency savings and service improvement exist, and SBC are currently deciding on their approach for implementing the changes recommended.

RSe's consultants worked with us to re-design several service areas, but critically, they did not take over, which enabled the staff to understand and adopt the methods themselves.
